House proceedings resume after five months of obstruction

The normal proceedings of the legislature-parliament resumed from Monday, albeit for a brief period, after five months of continuous disruption by the Unified CPN (Maoist) over the issue of 'civilian supremacy' vis-à-vis he President's move.

Debate on the budget allocated for different ministries started in today's sitting. Ministers will answer the questions on the budget allocated for their respective ministries on Tuesday.

Speaking in the House, Maoist deputy parliamentary leader Narayan Kaji Shrestha said his party decided to allow the House to function only for the passage of the budget and that his party would launch a tough protest movement if the President's move is not corrected.

The resumption of the House comes as a major relief for the embattled 22-party government.

A central committee meeting of the Unified CPN (Maoist) on Saturday decided to allow the parliament run normally for three days.

The party also declared fresh stir for 'civilian supremacy' which include publicity campaign, protest rallies, sit-in programmes culminating in the three-day general strike next month.

    In the article 'Seven Principles of Sound Public Policy', Lawrence W. Reed stated his first principle as "Free people are not equal, and equal people are not free". Not referring to equality as the equality before law and purely taking it in a sense of material wealth, many people I know find the statement agreeable but somehow they don't like the sound of it and in a political setting like ours, its only predictable.
