CA amends constitution writing timetable for ninth time

The Business Advisory Committee of the Constituent Assembly (CA) has endorsed the amended constitution-writing calendar for the ninth time on Sunday morning.

According to new schedule, the CA will complete discussions on papers presented by thematic committees by February 4. The discussion on reports of two thematic committees is yet to start. Previously, the CA was scheduled to complete discussion on papers presented by the committee by January 21.

Maoist lawmaker Khim Lal Devkota presented proposal for amendment of the calender. The schedule for collecting people's opinion on the first draft of the constitution has been squeezed to one week from two weeks. Similarly, the CA will debate on collected opinions of the people for a week from April 5.

The new schedule, however, has not changed the final date for promulgation of the constitution, which is scheduled for May 28, 2010. Additionally, the CA regulation has been amended allowing the CA to forward the papers on which discussions have been completed to Constitutional Committee to start preparing first draft of the constitution.

Freedom and equality: when are they mutually exclusive?

In the article 'Seven Principles of Sound Public Policy', Lawrence W. Reed stated his first principle as "Free people are not equal, and equal people are not free". Not referring to equality as the equality before law and purely taking it in a sense of material wealth, many people I know find the statement agreeable but somehow they don't like the sound of it and in a political setting like ours, its only predictable.

एकपल्ट फेरी काठमाडौंबासीहरुको बिजोग भएको छ । कथित सुकिला मुकिलाहरुको घर ,चोक र गल्लि-गल्लीमा फोहोरको डुङुर जम्मा भएको छ । कारण फोहोर फाल्न प्रयोग गरिरखिएको ठाउँ -ओखरपौवा-बासीको अबरोध । फोहोर फाल्ने जिम्मा पायेको काठमाडौं महानगरपालिकाको भरपुर प्रयासका बाबजुद गत एक हप्ता देखि काठमाडौंको फोहोर उठ्न सकिराखेको थिएन ।
